Mouse input is ignored when window dialog is popuped

My project has a button and window dialog.
My window dialog is 'Popup Exclusive' for some purpose.
Now there's a problem that my button doesn't work (including mouse hover) at all when the window dialog is popuped.
I tried to change Mouse options of the window dialog, but it doesn't work.
What should I do?
