Color blending mode to average two layers

I have this tile map that is translucent. It needs to (I think) overlap in order to allow diagonals.

Translucent layer

Is there a way I can prevent the colors from adding when mixing, so it looks like one solid translucent color?

Is there a blend mode I can use?
A shader perhaps?
