If i start working on my project with 3.1 alpha?, will i able to continue working on it when 3.1 stable released? or do i have to start from scratch?

There should be not so much features that break compatibility, especially for starting out a new project, so go ahead! Alpha version means only bugs are getting fixed mostly. It also depends on what features you want to experiment with at the moment...

For instance, I think the animation system might undergo some changes as it happened to me a month ago, started to develop character's animation state and the API changed right away! But hopefully it won't happen that often.
