Tooltips do not show in the editor

The problem persists between projects.

I am using Godot 3.2.1 standard version

The tooltips of what? Which operating system are you using? If it doesn't work, open an issue on github. There is no question here - you're stating a (subjective) fact.

Yes, sorry, I didn't quite read the guidelines for asking questions here, and yes, I did open an issue on GitHub repository.

To anyone who has similar problems - Rainmeter was causing problems for me.
