Typically when I want to import an asset, I just drag and drop it over the editor, and it appears in the file system. This is the method described in the documentation as well. However, I can't seem to get any videos to import. I have a file called "Introduction.ogv". When I drag it over the window, a plus sign appears next to my cursor, indicated that Godot recognizes it. However, when I let go, the editor freezes for a second, and nothing happens.

I'm on MacOS with the latest version of Godot.

Could this be a bug?

Yes. I can confirm it's the same under Linux using Godot 3.2.1 stable. Please open an issue on github. For the time being, you can simply copy the video into your project directory using the file manager of choice though - so it's simply an inconvenience.
