The OpenGL ES 3.0-based renderer in Godot 3.0 targets modern hardware and older high-end desktops. It can achieve very good visuals on fast enough hardware.
Godot 3.1 will re-add support for OpenGL ES 2.0 with a lower-end renderer, which will be more suited to mobile devices and laptops with integrated graphics.
A Vulkan renderer will be implemented in a future release, which will eventually supersede the current OpenGL ES 3.0 renderer.
